CBJ files draft annexation petition with Local Boundary Commission

The City and Borough of Juneau filed a draft annexation petition for informal review with the State of Alaska Local Boundary Commission (LBC) on June 14. CBJ is proposing to expand its current boundaries to include an additional 1,428 sq. miles. The document includes background and evidence to support this proposed annexation. The areas proposed for annexation are:

• Area A: A triangular region on the mainland between Juneau’s southern boundary and Petersburg Borough’s northern boundary;
• Area B: Oliver Inlet, the Glass Peninsula, and lands abutting and in the Seymour Canal beginning with the Pack Creek watershed and including all lands to the north that drain into Seymour Canal;
• Area C: An area on Admiralty south of the Greens Creek Mine and the existing CBJ boundary that encompasses all lands that drain into Wheeler Creek and lands to the west of the Wheeler Creek basin that drain directly into Chatham Strait;
• Area D: A northern portion of Admiralty Island, including the Mansfield Peninsula and Horse and Colt Islands, but excluding the Funter Bay watershed.

Land on the mainland between CBJ’s southern boundary and Petersburg Borough’s northern boundary was part of a now-outdated CBJ annexation petition filed in 2012. In February 2018, the Juneau Assembly adopted a resolution to amend that petition to include additional areas B, C, and D, as well as a revised Area A. CBJ is not petitioning to annex any established local governments.

Following its informal review of CBJ’s draft petition, the LBC is likely to offer feedback. CBJ would then submit another draft petition for a technical review. There will be extensive public process throughout the annexation process. LBC rules and regulations require significant notice and opportunities for public comment.
