INFORMATION RELEASE

Subject: Multiple Arrests from Condemned Residence

Summary:

On 07/09/20, at about 9:54 AM, a JPD officer saw a white Ford Explorer driving at a high rate of speed through the construction zone next to Floyd Dryden Middle School. The officer attempted to catch up to the vehicle as it continued to drive at a high rate of speed through a residential area and to a residence on Nugget Drive. The driver quickly pulled into a driveway and ran inside a residence in the 8400 block of Nugget Drive.

This residence had previously been condemned by the City and Borough of Juneau due to safety code violations and only approved occupants could be inside to conduct repairs/renovations.

After several minutes of knocking on the door and nobody answering, JPD Officers contacted the CBJ Code Compliance Officer for assistance. The Compliance Officer contacted the homeowner by phone, who then came out of the house to speak with JPD. Officers explained the reason for being at the residence and the homeowner had the driver of the vehicle come outside. The driver of the vehicle was identified as 53-year-old Michael Allen Lepley.

The CBJ Code Compliance Officer authorized JPD to enter the residence to check if unapproved people were inside. Inside the residence, JPD contacted several unapproved occupants. One of the occupants, 48-year-old Jonathan Henry Smith, attempted to run out the back door, but was apprehended by police.

In total, JPD made three arrests out of the residence, and another three occupants were cited and released for being in the residence when not allowed.

  • 53-year-old Michael Allen Lepley was arrested for driving while license revoked, reckless driving and violating conditions of release.
  • 48-year-old Jonathan Henry Smith was arrested on a $100 warrant, reckless or intentional violation and violating conditions of release.
  • 37-year-old Benjamin Hyrum Bingham was arrested on a probation violation and reckless or intentional violation.
  • 30-year-old Amber Lynn Farnham, 32-year-old Ashley Nichole Stansell and 38-year-old Daniel Winston Isaacs were all cited and released for reckless or intentional violation.

The charge of reckless or intentional violation is a class A misdemeanor and is due to being at the condemned residence while not being on the approved occupant list.

All factual allegations contained in this release are based upon preliminary investigation and are subject to change or clarification as the investigation continues. Any charges reported in this release are merely accusations and all persons named in this release are presumed innocent unless and until proven guilty.
