Subject: Assault on a Police Officer

Summary:

On 10/16/18, at about 2:15 PM, the Juneau Police Department received a report of people trespassing at a business in the 200 block of South Franklin Street. A JPD Officer responded to the area and spoke with the building manager. The manager reported there had been two people consistently camping on the property and requested police assistance in issuing them a trespass letter to stay away.

The two people who had been trespassing on the property had left before the officer arrived at the business, but the officer was able to locate them nearby on Ferry Way. The two people were identified as 41 year old Juneau resident, Leroy Jacobs and 48 year old Juneau resident, Marilyn Willard.

Jacobs immediately became hostile and aggressive towards the officer, which was a crime of disorderly conduct. The officer then called for an additional officer to assist. Both officers attempted to place Jacobs under arrest for disorderly conduct, but he resisted. Officers were able to wrestle Jacobs to the ground and place him in handcuffs.

While the officers were handcuffing Jacobs, Willard came up from behind one of the officers and hit them on the side of the head. The officers were able to restrain Willard and she was placed under arrest for assault on a police officer. Willard was additionally charged with violating conditions of her release from an unrelated court case.

Both Jacobs and Willard were transported to the jail. They were also given trespass letters on behalf of the business.

The officer who had been assaulted required a medical evaluation at the hospital, but was released later that day with only minor injuries.
