The City and Borough of Juneau’s Emergency Operations Center – a unified command structure with Bartlett Regional Hospital (BRH), the State’s Division of Public Health, and other partners – provides daily updates on its response to the COVID-19 pandemic in Juneau. The Emergency Operations Center was activated within 24 hours of the Juneau Assembly declaring a local emergency in response to COVID-19 on March 16The EOC operates under the Incident Command System (ICS), which is part of the National Incident Management System and the federally mandated method for managing an emergency response. The system allows CBJ, BRH, and Public Health to rapidly incorporate into a common management structure that assures a common focus and coordination of activities and communication for the incident. Each organization has designated an incident commander. BRH and CBJ further appointed staff into other positions, such as Operations, Planning, Logistics, Finance, and Public Information.

Each person within the ICS has a specific role or function and these decision makers gather daily to plan and discuss a wide range of actions being taken in response to the emergency. This formal system assures that the primary response organizations are working together to coordinate and share resources, to develop effective operational strategies, and to assure that gaps are identified and filled.
