Department Biographies

Amy Mead

Municipal Attorney

Municipal Attorney Amy Gurton Mead joined the CBJ Law Department in 2010. After graduating from Tulane Law School in 1996, Amy clerked for Superior Court Judge Thomas Jahnke in Ketchikan and then worked as a prosecutor in the Ketchikan District Attorney’s Office. Upon relocating to Juneau in 1998, Amy worked for a local law firm, where she spent the majority of her time practicing civil litigation and municipal law, serving as the City and Borough Attorney for Wrangell from 2008 until she joined the CBJ Law Department in 2010. In July 2013 the Assembly appointed Amy as the Municipal Attorney.

Jane Sebens

Deputy Municipal Attorney

Deputy Municipal Attorney Jane E. Sebens is a 1990 graduate of Ohio State University College of Law, with a bachelor's degree in secondary education from Auburn University. She practiced law with a firm in Anchorage for five years and had a law office in Haines for 11 years, before joining the CBJ Law Department's Civil Section in 2007. In 2016 Jane was appointed Chief Legal Officer at Bartlett Regional Hospital. She is a member of the Juneau Bar Association and the Alaska Municipal Attorneys Association.

Robert Palmer, III

Assistant Municipal Attorney (Civil)

Assistant Municipal Attorney Robert H. Palmer, III joined the CBJ Law Department Civil Section in January 2014.

Trinidad Contreras

Assistant Municipal Attorney (Civil)

Assistant Municipal Attorney Trinidad R. Contreras joined the CBJ Law Department Civil Section in February 2016. Prior to joining the CBJ Law Department, Trinidad was a law clerk for the Honorable Michael MacDonald in Fairbanks for over two years. Trinidad has a LL.M. from UCLA, attended the University of Arizona for law school and graduate school, and has a B.A. from the University of California, Berkeley. Trinidad is a member of the Juneau Bar Association and the National Native American Bar Association.

Emily Wright

Municipal Prosecutor

Municipal prosecutor Emily Wright joined the CBJ Law Department in August 2017. After graduating from the University of Colorado Law School in 2008, Emily clerked for the Denver Trial Courts and then worked as a prosecutor for the Boulder District Attorney’s Office. Upon relocating to Juneau in 2011, Emily worked for the State of Alaska Department of Law handling CINA cases as well as the Department of Administration, in the area of labor law. Emily has an undergraduate degree from the University of Alaska Fairbanks as well as a Masters in Teaching from the University of Alaska Southeast.

Sherri Layne

Municipal Prosecutor

Municipal Prosecutor Sherri Layne joined the CBJ Law Department in July 2013. Sherri has a Bachelor's Degree in Criminal Justice from the University of Alaska Fairbanks and is a 2012 Seattle University School of Law graduate. Prior to attending law school Sherri worked at the U.S. Attorney's Office in Fairbanks. While in law school, she interned with the King County Prosecutor's Office in Seattle and then with the Palmer District Attorney's Office.

Deb Senn

Law Office Manager

Office Manager Deb Senn joined the CBJ Law Department in 2001. She is the administrative assistant to the municipal attorney, supervises support staff, maintains the CBJ Code, administers the departmental budget, computer systems, and website. Deb graduated from MTI Western Business College (1985), in Sacramento, California, where she studied law office administration. Before joining the CBJ Law Department she worked as law office manager for the North Slope Borough in Barrow, Alaska, and as office manager for a private practice law office in Homer, Alaska.

Audrey Dean

Litigation and Support Assistant (Criminal)

Litigation and Support Assistant Audrey Dean joined the CBJ Law Department in January 2014. Audrey is responsible for supporting the municipal prosecutors with case management, filing court actions, and trial preparation. Audrey is a 1996 graduate of University of Alaska Southeast - with an Associates of Applied Science degree in Paralegal Studies. She began her career in the legal field as a paralegal assistant in 1992 for a private law firm in Juneau, Alaska. Before joining the CBJ Law Department she worked 13+ years as a paralegal for a private law firm in Fairbanks, Alaska.

Leo Helmar

Litigation and Support Assistant (Criminal)

Litigation and Support Assistant Leo Helmar joined the CBJ Law Department Criminal Section in January 2014. Leo is responsible for supporting the municipal prosecutors through case management, filing court actions, and trial preparation. Before he joined the CBJ Law Department Leo worked at the State of Alaska Public Defenders' office in Juneau, Alaska.

Junnie Chup

Litigation and Support Assistant (Civil)

Litigation and Support Assistant Junnie Chup joined the CBJ Law Department Civil Section in September 2016. She provides support to the civil attorneys and the office manager, and assists with contracts, legal documents, and legislation preparation. Prior to working for CBJ, Junnie worked at both a private law firm and the State of Alaska Attorney General's Office in Juneau, Alaska.

Jesse Peterson

Litigation and Support Assistant (Civil)

Litigation and Support Assistant Jesse Peterson joined the CBJ Law Department Civil Section in December 2015. He provides support to the civil attorneys and the office manager, assists with contracts, legal document and legislation preparation. Jesse began working in the legal field in 2013 as Deputy Clerk II with the Alaska Court System in Juneau.
