The Planning Commission Meeting will occur February 25, 7 p.m. in City Hall Assembly Chambers to review proposals for a new campus building at UAS, a phased major subdivision creating 15 total lots, and reconstruction of Capitol Ave, as well as the Planning Commission recommendations for FY2021-2026 Capital Improvement Program. These items are up for public hearing.

The Planning Commission will also appoint Steering Committee members for the South Douglas/West Juneau Area Plan. This item is not up for public hearing.

A Conditional Use Permit for a new campus building at UAS (USE2020 0001)

The applicant proposes the development of a new campus building at the University of Alaska Southeast campus. The new campus building will measure approximately 11,194 square feet and will be designed to support educational and research programs associated with the Natural Sciences Research Laboratory Program; the Environmental Sciences and Geography Program; and the Marine and Terrestrial Science Operations and Field Research Support for faculty and undergraduate research.

 

A preliminary plat approval for a phased major subdivision creating fourteen (14) lots and one (1) large tract (15 lots total) (SMP2019 0003)

The applicant proposes a phased major subdivision on Yandukin Drive creating 14 lots and 1 large tract for further subdivision (15 parcels total). This approval would be for Phase 1 of the proposed major subdivision. The entire subdivision will create 30 parcels over 3 phases in the Industrial and Rural Reserve zoning districts.

 

Planning Commission recommendations for FY2021-2026 Capital Improvement Program (CSP2019 0012)

The six-year Capital Improvement Program (CIP) recommendations put forth by the Planning Commission will be reviewed. This review is intended to ensure that the CIP is consistent with the Comprehensive Plan and other City and Borough plans. The recommendations include policy recommendations for housing, community vitality, and sustainability, as well as specific projects recommended for CBJ action.

 

Reconstruction of Capitol Avenue, from W. Willoughby Avenue to W. Ninth Street, to include addition to sidewalk, reduction to one traffic lane with a south-to-north traffic flow, and intersection improvements (CSP2020 0001)

The applicant proposes a rehabilitation and reconstruction project on Capitol Avenue. The project will construct one 12-foot traffic lane running south-to-north from Willoughby Avenue to West Ninth Street. It will also construct a sidewalk on the east side of the roadway, add a fire hydrant, improve the pedestrian crossing between the Distin Avenue stairs and the pathway to West Eighth Street, move the fence away from the pathway to West Eighth Street, relocate the path away from residences, establish contiguous pedestrian accommodations on the south side of West Ninth Street, and improve lighting. Bollards may be considered at the West Eighth Street trail.
