The City and Borough of Juneau Planning Commission will hold a Committee of the Whole Meeting prior to the regularly scheduled Planning Commission Meeting, on March 24, 5pm in City Hall Assembly Chambers. The Committee of the Whole will take public testimony on proposed regulations for two new zoning district, and the proposed Auke Bay rezone and overlay district.

The Planning Commission Meeting will occur March 24, 7 pm in City Hall Assembly Chambers to review a conditional use permit for an accessory apartment on an undersized lot and an associated parking waiver, two proposed new wireless communication towers, a conditional use permit for a Valley Transit Center with associated Park and Ride Facilities, and a conditional use permit for an existing rock quarry in Hidden Valley, Lemon Creek. These items are up for public hearing.

A Conditional Use Permit for an accessory apartment on an undersized lot (USE2020 0002)

The applicant requests a Conditional Use Permit for the development of an accessory apartment on an undersized lot in the D5 zoning District. The subject parcel measures 775 square feet and is non-conforming for lot area. The structure on the subject parcel is nonconforming for setbacks, lot coverage, and parking.

Parking waiver for one parking space for an accessory apartment related to USE2020 0002 (PWP2020 0001)

The applicant requests a parking waiver for the one (1) required off-street parking space associated with the accessory apartment (USE2020 0002). The subject parcel currently has no parking for the single-family dwelling. The applicant cannot physically accommodate parking on-site, due to the small size of the lot.

A Wireless Communication Facility Permit to install new, unlit 150-foot communication tower (WCF2019 0009)

The applicant proposes to construct a 155-foot tall, freestanding lattice tower with lightning rod. The tower is 150-tall, and the rod adds 5 feet. There will be no antenna adding to the height of the tower. The tower is proposed to be unlit, and will occupy a 10,000 square foot site on land leased from CBJ to the applicant. The purpose of the tower is to support multiple wireless carriers.

A Conditional Use Permit for Valley Transit Center with associated Park and Ride facilities (USE2019 0015)

The applicant proposes the development of a public transit center and associated park and ride facility for Capital Transit. The permit would allow the development of a transit center with driver break facilities and possibly a public bathroom, along with the associated Park and Ride on a future lot within the current Mendenhall Mall lot in a Light Commercial zoning district.

A Conditional Use Permit for an existing rock quarry in Hidden Valley, Lemon Creek (USE2019 0022)

The applicant requests a Conditional Use Permit for an existing rock quarry in Hidden Valley, Upper Lemon Creek. The quarry was last approved as USE2009 0004. This permit expired on April 14, 2019. Quarry operations include gravel and rock extraction, blasting, and rock-crushing. The only significant change from past operations is the relocation of the entrance to the mine site by moving the road off CBJ property and onto SECON’s property. The new road alignment would depart from the existing road at the southwest corner and run along the southern property line to the lower quarry entrance.
